Senior Grants Management and Compliance Officer
Job Purpose and Background
Working as part of the Grant Management and Compliance team to provide efficient and effective support to the Development Department to manage a portfolio government and philanthropic grants including the financial compliance and risks that relate to donor-funded grants, contracts, and other awards. Support the entire award lifecycle, from budgeting at the proposal/bid stage, through to delivery, reporting, audit, and close-out, to ensure these elements are carried out to a high standard, with a particular emphasis on those elements over which we have a higher measure of control, such as budgets and donor reports.

ABOUT THE TEAM
This post sits in the Grants Management and Compliance team within the Global Development Team, part of the Impact Department. CDP’s Global Development Team raises circa 50% of the CDP’s income – circa £20m for FY2122 - and is ambitious, dynamic and at the heart of everything, CDP does. We build partnerships, develop compelling proposals, and resource CDP’s strategy and mission, focusing on quality assurance and donor accountability.
ROLE PURPOSE:
Working as part of the Grant Management and Compliance team:
Grant and contract management
- Review and assist with the development of project proposals, including budgets and budget development guidance, budget modifications and contract revisions, ensuring that these comply with donor requirements with specific attention to co-funding requirements, and that budgets and narrative aspects of proposals relate.
- Review and consolidation of budgets and financial reports when working with partners and verify requests for transfers to CDP offices and partners, ensuring sufficient cashflow for projects.
- Timely record keeping and updating of processes related to grant management, including the Donor Billing Register (draw down of funds from donors) and Award Management Tool and grant management analysis for project teams to ensure appropriate risk management of grants, contracts, and other awards.
- Review new grants and contracts with Programme Managers and other as needed, leading grant and contract administration for donor-funded grants, contracts, and other awards in the allocated portfolio. Work with CDP’s finance and legal teams to manage the grant and contractual financial processes and minimize the risk of ineligible costs.
- Ensuring timely communication with donor to resolve challenges and address grant management information requests.
- Ensure accurate grant tracking and income reporting, in close cooperation with internal and external colleagues.
Grant compliance
- With Programme Managers, prepare for and conduct start-up workshops for CDP offices and implementing partners and coordinate monthly / quarterly meetings with project staff to ensure grant contract clauses and all project-related requirements are complied with.
- Coordinate internal teams to complete project deliverables as per the project schedule and within budget.
- Ensure all staff complete timesheets in accordance with grant agreement requirements.
- Ensure that all CDP and donor-required administration procedures are met, from proposal budget development through to contracting, implementation and close-out.
- Contribute and feed into the various Grants Management and Compliance tools and trackers.
Grant reporting
- Work with colleagues from across CDP offices to develop and deliver reports to a high standard, in line with grant agreement requirements and timelines, facilitate financial information between project stakeholders, and revise project-related documentation as/if required.
- Support program teams to develop narrative and financial reports that are aligned with grant agreement requirements.
- Build staff capacity and providing support to ensure grants are managed in compliance with donor requirements.
- Monitor project spend and closely liaise with the Programme managers to address any concerns as well as proactively identify solutions.
- Critically review internal and donor financial reports, working closely with the Programme Manger to ensure alignment with progress and narrative reports as well as compliance with donor funding rules and regulations.
Other
- Ensure that all activities undertaken on behalf of CDP, internally or externally, are in line with the overall aims of the organization and with policies and procedures.
- Participate in training and other activities as requested.
RELEVANT EXPERIENCE
Essential:
- Experience of managing grants and contracts from institutional and/or multilaterals donors and/or major donors, including trusts and foundations.
- Demonstrated ability to take a hands-on approach in grants management and compliance dealing with financial management, reporting, analysis, reconciliation, risk and financial compliance issues.
- Advanced Excel skills. Solid skills in Microsoft applications and experience managing content on intranet-type systems.
Desirable
- Experience in an International Non-Governmental Organisational (INGO) environment.
- Quickly developing expert-level knowledge on complex technical compliance areas.
